Solar panels and batteries in Montréal: what we do
A firm of master electricians based in Mirabel, STM-Électrique travels anywhere on the island of Montréal, in each of the 19 boroughs. On a Montréal roof, our team installs the panels, then connects the inverter, and the battery if there is one, to the building’s electrical panel. Our RBQ licence 5815-0137-01 carries subclass 16 as well as subclasses 11.2 and 13.5: Hydro-Québec’s solar subsidy calls for 16 and one of the other two. We file the Hydro-Québec connection request, follow it through to final authorization, and the municipal permit, when the city or borough requires one, is also part of the job. In Montréal, three things shape the preparation of a solar project: each borough’s planning rules, plexes, common in the older neighbourhoods, and Westmount, a city on the island served by Hydro Westmount rather than Hydro-Québec. To find out the price, ask for a quote: it is written, free, and every project gets its own.
Before installing: your borough’s rules
In Montréal, roofing standards vary by borough, and several borough by-laws regulate solar panels. According to Hydro-Québec, solar panels may require a building permit from the municipality: check with your borough before starting. When a permit is required, we take care of it: it is part of our job. Here is what the texts of nine boroughs say, as read on October 15, 2026; they deal with where the panels go, their height, their visibility from the street and the roofing materials allowed.
Ahuntsic-Cartierville
Planning by-law 01-274
- A solar panel may exceed the maximum permitted height, within the limits and under the conditions of a table in the by-law.
- On a sloped roof, it must not rise above the highest part of the roof; on a flat roof, if it rises above the parapet, it must be set back by twice the height that exceeds it, from the façade, a non-adjoining side wall and the rear wall.
- A project that does not meet these conditions can go through a site planning and architectural integration programme (SPAIP); Boulevard Laurentien and a few zones have criteria that take solar energy into account.
Anjou
Zoning by-law RCA 40
- On a roof, a solar collector may not rise more than 30 cm above the roof surface.
- On a sloped roof, it goes on a slope that does not face a street, so that it cannot be seen from that street.
L’Île-Bizard–Sainte-Geneviève
City procedure for renovating a sloped roof
- For a sloped roof, the list of authorized materials includes solar tiles.
Mercier–Hochelaga-Maisonneuve
Planning by-law 01-275
- The by-law prohibits mechanical equipment on a façade, but solar panels are among the exceptions.
- The same section requires architectural features, such as screens or plant panels, to reduce the visibility of electrical or mechanical equipment from the street.
- In the Préfontaine sector, the use of renewable energy, including photovoltaic panels, is one of the SPAIP criteria.
Pierrefonds-Roxboro
Zoning by-law CA29 0040
- An amendment adopted in December 2020 allows a solar panel on the walls of a residence, on no more than 20% of each wall.
Rivière-des-Prairies–Pointe-aux-Trembles
Zoning by-law RCA09-Z01
- Solar collectors are allowed on the roof of the main building, on a wall that is not a façade, and on the ground in the other yards, but neither in the front yard nor in front of a façade other than the main façade.
- On a pitched roof, they go on a slope that does not face a public road.
- A solar roof is one of the coverings allowed for a flat roof.

Rosemont–La Petite-Patrie
Planning by-law 01-279
- The by-law classifies the solar panel as mechanical equipment.
- A solar panel may exceed the prescribed maximum height, without limit.
- Mechanical equipment must not be visible on a façade; a non-compliant project can go through a SPAIP.
Verdun
Zoning by-law 1700
- On the sloped roof of a residential building, or of a commercial building (with one exception), a covering that integrates photovoltaic cells is allowed.
Villeray–Saint-Michel–Parc-Extension
Zoning by-law 01-283
- For a redone or new sloped roof, a covering that captures solar energy is one of the materials allowed.

Plexes and flat roofs: what changes
Duplex, triplex or multiplex: we work in plexes as well as in houses and businesses.
Plexes
Several units, one roof
- Hydro-Québec’s LogisVert solar subsidy also covers multiplexes and residential buildings with 19 units or fewer.
- For Hydro-Québec, the equipment, like the place where it sits, must belong to you.
- In an apartment building, the question is not just “will it fit?” but “on which meter, and in which panel?” Hydro-Québec, for its part, requires a smart (communicating) meter.
Flat roofs
What the City publishes
- Installing or replacing the covering of a flat or low-slope roof requires a City permit.
- That covering must be a green roof, a white or reflective material, or a material with a solar reflectance index of at least 66; standards vary by borough.
- Some borough rules target flat roofs: a setback from the façade in Ahuntsic-Cartierville, a solar roof allowed as a covering in Rivière-des-Prairies–Pointe-aux-Trembles.
- The solar subsidy covers neither roof repair nor roof replacement.

Your roof’s solar potential, according to the City
In its open data, the City of Montréal publishes an estimate of the photovoltaic solar potential of the roof of every building on the island: area, installable capacity and average annual production.
These estimates come from a model: the SOLACE code of CanmetENERGY, in Varennes, applied to the 2018 LiDAR surveys of the Communauté métropolitaine de Montréal, with processing by CRIM. The model uses 80% of the roof surface, to leave room for skylights, mechanical equipment and margins, and it accounts for shade from buildings and vegetation. The City describes the data as preliminary and provides it for information purposes only: it is neither professional advice nor a technical assessment.
A good first look, then; your system itself is sized during the visit.

A battery in a Montréal house or plex
We also install batteries, with or without solar panels. On the Hydro-Québec side, LogisVert does not cover storage equipment: it is Rénoclimat, a Government of Québec program, that covers the battery.
- Rénoclimat provides up to $4,000 for the equipment of a grid-tied fixed battery with a capacity of 5 kWh or more; labour is not covered.
- The measure targets principal residences, and the program’s table of eligible dwellings also includes duplexes, triplexes and multi-unit residential buildings (four or more units).
- The building must have been built and lived in for at least five years.
- Rénoclimat’s overall cap, for all energy efficiency measures combined, is $21,500 for a house and $31,000 for a duplex, a triplex or a building of four units or more.
- A grid-tied battery also goes through a Hydro-Québec connection request, filed by the master electrician.
- The attestation form Rénoclimat asks of the contractor is one we fill out and sign ourselves.

Hydro-Québec on the island, and the Westmount exception
In Québec, only Hydro-Québec, nine municipal networks and one co-operative distribute electricity; on the island of Montréal, the only municipal network on that list is Hydro Westmount.
The 19 boroughs
Hydro-Québec’s grid
- We file the connection request and follow it through to Hydro-Québec’s final authorization.
- The compliance tests and the signing of the verification report fall to our master electrician; the installation is connected to the grid only after final authorization.
- Once connected, Hydro-Québec’s net metering option lets you earn kilowatt-hour credits for your surpluses.
Westmount
Hydro Westmount’s grid
- Westmount is a city in the agglomeration, outside the 19 boroughs, with its own electricity distributor: Hydro Westmount.
- According to the by-law on its conditions of service published by the City (By-law 1619, section 14.2.6), Hydro Westmount does not allow the connection of generating equipment that feeds electricity into its network.
- Hydro-Québec’s net metering therefore does not apply in Westmount.
- This rule has already changed: the 2019 version of the same section allowed a parallel connection with written authorization from Hydro Westmount. Check it with Hydro Westmount before any project.
- For the LogisVert subsidy, a home supplied by a municipal network must provide the municipality’s written authorization for connecting the panels.

Solar panels in Montréal: your questions
Do I need a permit for solar panels in Montréal?
Check with your borough: according to Hydro-Québec, solar panels may require a building permit from the municipality. Planning by-laws also govern where they go: for example, not in the front yard in Rivière-des-Prairies–Pointe-aux-Trembles, and not on a slope facing the street in Anjou. When a permit is required, it is part of our job.
Can solar panels go on a plex or a flat roof?
Hydro-Québec’s LogisVert subsidy also covers multiplexes and residential buildings with 19 units or fewer; Hydro-Québec also requires that the equipment and the place where it sits belong to you. On a flat roof, borough rules may apply, such as the setback from the façade in Ahuntsic-Cartierville, and redoing the covering requires a City permit. We look at your roof during the visit, before the written quote.
Who handles Hydro-Québec for a Montréal project?
We do: we file the connection request and follow it through to final authorization. For the solar subsidy, that final request must come from a master electrician, and our master electrician also runs the tests and signs the verification report. In Westmount, the grid belongs to Hydro Westmount, not Hydro-Québec.
Does net metering apply everywhere on the island?
No. In the 19 boroughs, the grid is Hydro-Québec’s, whose net metering option lets you earn kilowatt-hour credits for surpluses. In Westmount, the by-law on Hydro Westmount’s conditions of service published by the City does not allow feeding power into its network: Hydro-Québec’s net metering does not apply there. This rule has changed since 2019; check with Hydro Westmount.
Do you also install batteries in Montréal?
Yes, with or without solar panels. LogisVert does not cover storage; Rénoclimat provides up to $4,000 for the equipment of a fixed battery, labour excluded, in a principal residence, a duplex, a triplex or a building of four units or more.
Which boroughs do you serve?
Each of the 19: we travel anywhere on the island, for a house, a plex or a business. We also go to cities on the island outside the boroughs, including Westmount.
Does the City of Montréal offer solar incentives?
As of October 15, 2026, we have found no City of Montréal program for solar panels or batteries. The only borough program found, Saint-Laurent’s for eco-friendly household equipment, including solar panels and lights, has ended: the funds are used up. That leaves the Québec programs, Hydro-Québec’s LogisVert for the panels and Rénoclimat for the battery, each with its own rules on combining aid: nothing confirms that one project can receive both, so ask both programs before counting on both amounts.
How can I find out my roof’s solar potential?
In its open data, the City publishes an estimate for every building on the island: roof area, installable capacity and average annual production. The data is preliminary, provided for information purposes only, and does not replace a technical assessment. Your system itself is sized during the visit.
